- (1) If the consignment of plants and plant-derived products or other goods in transit is to be taken to other countries through Nepal, the concerned person or organization shall attach the prescribed customs and submit an application to the office in the prescribed format.
(2) If an application is received in accordance with sub-section (1), the office will examine the documents attached to the application and such consignment.
(3) Upon examination according to sub-section (2), if such consignment is as follows, the said office will allow such consignment to be taken to other countries through Nepal. (a) packed in such a way that no enemy can escape or enter it,
(b) Consignment and documents related thereto are in accordance with the terms and conditions related to the importation of plants or plant products of the country of destination,
(c) the consignment is in accordance with the health certificate, and
(d) Consignment should not be affected in any way in Nepal.
